Veterinary and sanitary requirements for the import of food fish

It is allowed to import to the Russian Federation live, cooled and frozen fish, sea products and ready-to-eat products made thereof, that have been subjected to thermal treatment and are intended as food for men, produced by companies licensed by the central state veterinary service of the exporting country to export such products and operating under its constant control.

Fish and sea products are produced by companies (including fishery mother ships) located in administrative territories that have not been affected by African swine fever for the last 3 years and by foot-and-mouth disease - for the last 12 months.

Food sea and fresh-water fish, as well as sea products, must be examined by the state veterinary service of the exporting country for the presence of helminthes, bacterial and viral infections with the application of methods used in the exporting country.

If the content of helminthes exceeds the permissible level, the fish must be disinfected with the application of existing methodologies.

Fish and sea products must be fed on fodder not containing materials produced with the help of genetic engineering or from genetically modified sources

It is not allowed to import into the Russian Federation frozen fish and sea products:

  • with temperatures inside the product higher than minus 18 degrees centigrade;
  • that are infected with Salmonella or other bacterial infection pathogens;
  • that were treated with coloring matter, by ionizing radiation or by ultraviolet rays;
  • with changes characteristic of infectious diseases;
  • of poor organoleptic quality;
  • that defrosted during the storage period;
  • that were treated with coloring and odorous substances, by ionizing radiation or by ultraviolet rays.

The veterinary/sanitary examination must confirm that the sea and freshwater fish, sea-products and ready-to-eat foodstuffs made thereof are suitable for consumption by men, and do not contain any natural or synthetic oestrogen, hormone-containing substances, thyrostatic preparations, antibiotics, pesticides or other medical preparations.

Microbiological, chemicotoxicologic and radiological condition of fish and sea-products must be in conformity with the veterinary and sanitary rules and requirements of the Russian Federation.

Containers and packing material must be disposable and conform to hygienic/sanitary requirements.

Transport vehicles must be prepared for transportation in accordance with the regulations of the exporting country.

Compliance with the requirements contained herein must be confirmed by a veterinary certificate signed by the state veterinarian of the exporting country and written in the language of the exporting country and in the Russian language.Shipment to the Russian Federation of products not subjected to thermal treatment is allowed subject to the receipt by the importer of the corresponding permission of the Veterinary Department of the Ministry of agriculture and food of the Russian Federation.

The Veterinary Department of the Ministry of agriculture and food of the Russian Federation reserves the right to administer evaluation tests with respect to fishery mother ships and fish processing factories (to be carried out by veterinary experts of the Ministry) in order to determine whether they qualify for supplying products to the Russian Federation.
