| | | Russia's Veterinary requirements Clinically healthy fur-bearing animals, rabbits, dogs and cats from farms and administrative territories not afflicted with infectious animal diseases can be imported into the Russian Federation including:- for all kinds of animals:
- African swine fever - if no such disease has been reported in that country for the last 3 years;
- foot-and-mouth disease, viral encephalomyelitis of all kinds - if no disease has been reported in the country for the last 12 months;
- for foxes, arctic foxes, dogs and cats;
- Aujeszky's disease, rabies, tuberculosis, rabbit-fever, dermatophytosis (trichophytosis, (microsporia/microsporosis), - if no such diseases have been reported on the farm for the last 12 months;
- for minks and polecats (ferrets):
- bovine spongiform encephalopathy and sheep scrapie - if no such diseases have been reported in the country in question as required by the office of International Epizootics (OIE);
- viral haemorrhagic disease of rabbits, rabbit-fever - if no such disease has been reported on the farm for the last 12 months;
- mink transmissible spongiform encephalopathy - if no such disease has been reported on the farm for the last 3 years;
- Aleutian disease, rabies, tuberculosis, rabbit-fever - if no such diseases have been reported on the farm for the last 12 months;
- for rabbits:
- viral haemorrhagic disease, myxomatosis, rabbit-fever, pasteurellosis, listeriosis - if no such diseases have been reported on the farm for the last 12 months.
Only the animals that have not been fed with fodder containing materials produced from genetic engineering or from genetically modified sources can be selected for export into the Russian Federation. Animals selected for shipment to the Russian Federation must be kept for at least 21 days in special quarantine centers under the control of the government veterinary service of the exporting country. During the quarantine period each animal must be subjected to clinical examination. During this period official veterinarians are required to carry out diagnostic analysis in the government veterinary laboratory with the application of methodologies accepted in the exporting country. The animals must be subjected to the following kinds of veterinary treatment and examination: - foxes, arctic foxes, mink and dogs: (must be examined) for toxoplasmosis;
- mink: (must be examined) for Aleutian disease;
- cats: (must be examined) for dermatophytosis.
Not later than 14 days prior to shipment the animals must be vaccinated unless they already received vaccines within the last six months:- foxes, arctic foxes: against carnivores' cholera, salmonellosis and colibacillosis;
- mink and polecats (ferrets): against botulism, carnivores' cholera (fever), pseudomonosis, viral enteritis;
- nutria: against pasteurellosis;
- dogs: against rabies, carnivores' cholera, hepatite, viral enteritis, parvo- and adenoviral infections, leptospirosis;
- cats: against rabies and panleukopenia;
- rabbits: against myxomatosis, pasteurellosis and viral haemorrhagic disease.
Transport vehicles must be prepared for transportation in accordance with the regulations in effect in the exporting country. Compliance with the requirements set forth herein must be confirmed by a veterinary certificate signed by the government veterinarian of the exporting country; the certificate must be issued in the language of the exporting country and in the Russian language setting forth the dates of diagnostic tests and vaccinations. The Federal Service for Veterinary and Phytosanitary Surveillance of the Russian Federation reserves the right to have the animals examined by its veterinary experts in order to determine whether they are fit to be sent to the Russian Federation. Shipment of animals to the Russian Federation is allowed only upon the receipt by the importer of the corresponding permission from the Ministry of Agriculture of the Russian Federation. Upon delivery to the Russian Federation and inspection by the government border veterinary control service, the animals must be placed in specially prepared premises for a quarantine period of 30 days. During this period a diagnostic analysis (of animals) must be carried out under the control of the territorial state veterinary service.
